The letters were not the problem people thought they were. They were teaching a generation to mispronounce their own language.

§1 of 5The Brief

The youngest script in this registry was made for a language with no remaining first-language speakers, by a man who had spent decades trying to teach it.

Osage is a Dhegihan Siouan language of the Osage Nation in Oklahoma. Through the twentieth century it was written, when it was written at all, in Latin letters — in several competing systems devised mostly by linguists and missionaries, each with its own diacritics and digraphs.

Herman Mongrain Lookout, who directs the Osage Nation Language Department, arrived at the diagnosis from the classroom rather than the library. Students learning from Latin-based materials were not merely finding the spelling awkward; they were importing English phonology through the letters. A student who sees a familiar Roman letter reads it with the sound it has in English, and Osage has sounds English does not: ejectives, distinctions of aspiration and vowel nasality that Latin orthography either ignored or marked with a diacritic that learners silently dropped.

The brief was not "write Osage." It was: stop the writing system from teaching the language wrong.

That is a brief no other chapter in this series has. Sejong's people had no way to write. Kanté's had two inadequate options. Lookout's students had a working orthography that was actively transmitting errors — and the error was inseparable from the letters' other life as English.

§2 of 5The Constraints

The phonological constraint was precision. If the whole point is to stop learners importing English values, then every Osage sound needs its own unambiguous sign and no sign may look like an invitation to read it as English.

The pedagogical constraint was severe and is the defining one. With no first-language speakers left, there is no community of fluent adults to correct a learner's pronunciation by ear. The orthography has to do work that, in a healthy language, conversation does. It has to be a teaching instrument, not merely a record.

The institutional constraint was, unusually in this series, favourable. Lookout was not an outsider petitioning: he was working inside the Osage Nation's own language programme, with its backing, for its own schools. Where Sequoyah had to demonstrate his system to a sceptical council and Kanté had no institution at all, this design had an adopter before it had a finished alphabet.

The technical constraint was modern and known from the outset: whatever was built would have to be encoded, or it would be unusable in the classroom materials, databases and devices the programme actually runs on.

§3 of 5The Decisions

The first decision was to build rather than reform. Lookout began around 2006 by modifying Latin letters, then moved further from them — because a modified Latin letter still reads as a Latin letter, and the interference was the thing being treated. The finished characters are their own set: recognisably alphabetic, drawn with a consistent stroke logic, and not mistakable for English.

The second decision was one sound, one letter. Osage's ejectives and its vowel distinctions get characters of their own rather than diacritics on borrowed bases — because a diacritic is the part learners drop, and a dropped diacritic silently collapses a contrast.

The third decision was to keep going after the first version worked. The script was revised through the 2000s and early 2010s, and in 2014 Lookout added capital letters, making it bicameral — the same choice Adlam made, for the same reason: a script expected to carry contemporary publishing needs the conventions contemporary publishing assumes.

The fourth decision was to seek encoding, and to do it properly. The Osage Nation worked with Michael Everson on a formal proposal, and Osage went into Unicode 9.0 in June 2016 at U+104B0 — in the same release as Adlam.

§4 of 5The Adoption Curve

The curve is short, because the script is young, and it is institutional rather than popular. Osage is used in the Osage Nation's own language programme — its immersion school, its teaching materials, its signage and its publications — which is precisely the population it was designed for.

What it did not have to do is win an argument. Every earlier chapter in this series records resistance: Choe Manri's memorial, neighbours burning Sequoyah's papers, Frankish clergy against the Slavonic liturgy, a colonial administration indifferent to N'Ko. Here the designer and the adopting institution were the same body, and the script went from proposal to classroom without a fight.

The encoding step arrived within a decade of the first drafts. That is not a measure of the design's quality; it is a measure of how the gate now works, and of what an institution with a formal proposal and a clear community of use can do with it. Compare Adlam, encoded in the same Unicode release by a very different route.

This building does not print speaker numbers for Osage. Revitalisation counts are contested, they change quickly, and they measure the language rather than the script.

§5 of 5The Verdict

The design contributes something specific and testable: it removes a channel of interference. Whether that produces better pronunciation at scale is a question for the programme's own assessment over a generation, not something a museum can assert — and the institute will not claim a result the evidence has not yet had time to produce.

What can be said is that the diagnosis was correct in kind. An orthography borrowed from a dominant language does not arrive neutral; it arrives carrying that language's sound values, and for a language being learned rather than inherited, those values are the default a learner falls back on. The Orthographies series reaches the same finding from the other end — that the depth of a spelling system is paid for by the learner.

The chapter also closes a loop the series opened. Sequoyah borrowed Latin letterforms precisely because he could not read them: their English values were unavailable to him, so the shapes came across inert. Two centuries later, in a community where everyone reads English, Lookout had to move away from those same letterforms for exactly the opposite reason — their values were unavoidable. The same alphabet was a neutral parts bin in 1821 and a source of contamination in 2006, and nothing about the letters changed. What changed is who is reading.
